The new EU rules on packaging and packaging waste (PPWR) (PPWR Regulation 2025/40), effective 12th August 2026, is another export compliance checkpoint for Nigerian food businesses and therefore deserves the attention of food processors and exporters.
The rules apply to packaged food products:
– Manufacturers of packaged food products exported to the EU must carry out a packaging conformity assessment, and the packaged product must be accompanied by a declaration of conformity (PPWR, Annex VIII) and supported by the relevant technical documentation (PPWR, Annex VII).
– Substances of concern in food packaging must be minimized, including per- and polyfluorinated alkyl substances (PFAS).
The key message for Nigerian exporters is that PPWR is not simply an environmental issue—it is becoming part of export compliance and market-access readiness. For Nigerian packaged food exporters, this means packaging can no longer be treated simply as a marketing or logistics decision. It is increasingly a compliance issue.
Exporters need to pay attention to:
• Packaging conformity assessment
• Declaration of conformity and supporting technical documentation
• Food-contact material safety
• Minimization of substances of concern, including PFAS
• Packaging design, recyclability and waste requirements as the relevant
PPWR provisions progressively take effect.
These requirements come on top of existing EU food-contact-material rules governing the safety, composition, traceability and manufacture of materials that come into contact with food.
My advice to Nigerian food businesses preparing for the EU market is simple:
Do not wait for the shipment to fail before reviewing the packaging.
Start by assessing the product + packaging + labelling + documentation + destination-market requirements as one export compliance system.
